Job Description and Duties

Under general direction, the incumbent is responsible for managing the Business Services Operations Unit of the Office of Legislative Counsel (OLC) which primarily includes facilities management and procurement. The incumbent is responsible for ensuring the OLC is implementing best business practices in areas of responsibility and must maintain the utmost confidentiality. Typical duties include, but are not limited to, managing staff responsible for: maintenance of facilities at OLC locations in the downtown Sacramento area; coordinating internal office moves and relocations; resolving facility-related problems and issues with building management and staff; coordinating remodeling, facility improvement, and maintenance projects of all sizes and levels of complexity; monitoring equipment and furniture performance and assisting in the resolution of problems; advising management when items are due for replacement and taking appropriate action; arranging for disposition of property; managing and directing activities of a 24/7 security guard staff at the 1100 J Street facility; administering and maintaining the security access system agency-wide; establishing protocol and directing daily workflow of security personnel; interviewing new guards and releasing guards that are not performing; recommending security improvements and negotiating with vendors; developing specifications for the acquisition of replacement items; obtaining appropriate bids, preparing purchase orders, and inputting information into Oracle; reviewing, monitoring, and maintaining files related to procurement; approving invoices on service orders and services; and administering the Cal Card for the OLC. The Staff Services Manager I will also direct the establishment and implementation of policies and procedures for the effective and expeditious delivery of services to the OLC and its employees; independently and/or at the request of management review, design, direct, develop, update, and/or assist in the development of administrative practices, annual plans, and policies and procedures relating to Business Services functions; serve as subject matter expert to management and recommend policy changes and solutions to complex and sensitive facilities, security, and procurement issues; and personally perform the more complex and sensitive Business Services Operations functions. The incumbent must stay abreast of industry trends, methodologies, and best practices: build and maintain productive relationships with key department stakeholders: work on special projects as assigned and coordinate closely with the manager of Business Services Customer Support Unit to provide necessary back-up and support to ensure all Business Services functions are operating smoothly.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience managing a complex staff services program.  
  • Ability to conceptualize proposed projects, create several project alternatives, make solid recommendations, plan, manage and complete highly complex facilities management projects.  
  • Ability to perform quick and efficient creative analysis combined with strong problem-solving skills.
  • Ability to exercise sound judgment and make independent decisions based on policies, protocols and procedures, and government requirements.  
  • Ability to travel back and forth to all OLC locations in the downtown Sacramento area, and ability, on occasion, to assist staff in the performance of duties which may involve moving items weighing up to 40 lbs.  
  • Ability to move between OLC locations for facilities purposes is frequent.
